File can't be found at Start Search and Run with Vista Home Basic

When I type "service.msc" or "gpedit.msc" in the boxes of Start Search or Run, they cannot be found. The same problem happens in Windows Command Prompt. However if I do a search in Windows Explorer starting from Computer level they are found. Is it something to do with a default path to be searched?

Not supported in Home Basic you will need to upgrade to a version that allows their use to be able to use them

Do you mean the processes of Start Search and Search in Windows Explorer in Vista are different in different incarnations? What are the differences?

Most Administrative tools are either not present or locked away in Vista Home basic and Premium.

I am not too sure if you have understood what my problem was. I was saying both the service.msc and gpedit.msc can't be found from the Start Search but they can be found if they are searched from Windows Explorer if I set it to search from the Computer. It looks to me the Start Search and Windows Run only go by certain path. Could it be possible they only search from the Indexed Locations? Could we change the paths the Start Search and Windows Run search?
