File Open BY Properties

On NT/winfile you could see who had a particlaur networked/shared file open through the properties menu. As there is no winfile on XP i was wondering if it is possible to write a batch file that would show these properties, but i don’t know if XP even holds this information in the file properties. All help much appreiciated.
