Files dissappear from recycle bin

I delete a file to the recycle bin. No the option to delete a file without sending to the recycle bin is turned off. I open the recycle bin. I can't see any files. I have folder options set to view hidden files, show file extensions and view system files. Administrator group/account has ownership of the Recycle folder. I select to empty recycle bin and it asks if I am sure I want to delete X# of items from the recycle bin. I know files are in there. I just can't see them. Help please.

I've seen this issue before. Provided you don't have a shredder program, such as Norton's File Shredder, try this to recolve the issue:

Rename the /Recycler directory. Something like recycle2 would be fine.

Create a new text file.

Delete that file.

Windows should automatically create a new recycler folder.

Delete the old recycler folder that you renamed.

Excellent and easy way.
Thanks a lot my friend.
But I can't delete the old folder.
This error occurred :
Cannot remove folder De5 : Access is denied
