Filterkeys, must reinstall Windows to fix?

Hi all,

I am working on an XP machine that was fine until Filterkeys was accidentally activated; the computer became erratic and slow. Deactivating every feature from Control Panel/Accessibility, using System Restore, and clearing everything from msconfig/Startup did not help. The computer runs fine in Safe Mode. The only alternative seems to be reinstalling Windows; is there anything else to try?
