Finding all users file access rights

I am new to a company as a network engineer. I want to find a way to scan the servers and active directory to see what Users we have, what rights they have, and what folders/files they have access to. The first two things I can do using ADSI and a few other MS-tools. Does anyone have a more unified solution, application and/or script? The fewer steps involved the better for our inventory process. I am looking for something similar to what Scriptlogic offers, but significatly cheaper! (Sorry Scriptlogic, but I just can’t justify or afford the cost!)
