Firewall detected new network –

I am currently using comodo firewall and for the last few days it has prompted that a new network has been detected and if I want to join it – the ip address is 169.254.139.39 and when I searched to see what the address was because it wasn’t familiar, it shows that it is a blackhole server to the IANA. I wasnt sure if I need to add this to my firewall as an accepted address or block it or if there was something wrong (I haven’t heard of the need to assign blackhole servers because they run in the background). Any help would be appreciated to this question.
