Firewall ICS Service Disabled when connecting to Mysql 5

I’m using a Visual Basic 6 script to connect
here is my procedure code:

Public Function ConnectODBCNoSetup(Optional dServer As Variant = “localhost”, _
Optional dDatabase As Variant = “dbinventory”, _
Optional dUID As Variant = “root”, _
Optional dPass As Variant = “”, Optional dPort As Variant = 3306)

If Not (mCN Is Nothing) Then
mCN.Close
Set mCN = Nothing
End If

Set mCN = New ADODB.Connection
strConnection = “Provider=MSDASQL.1;Password=;Persist Security Info=TRUE;” _
& “User ID=;Extended Properties=” & Chr$(34) _
& “DRIVER={MySQL ODBC 3.51 Driver};DESC=;” _
& “DATABASE=” & dDatabase & “;” _
& “SERVER=” & dServer & “;” _
& “PORT=” & dPort & “;” _
& “UID=” & dUID & “;PWD=” & dPass & “;” _
& “OPTION=16387;STMT=;” & Chr$(34)

With mCN
.ConnectionString = strConnection
.CursorLocation = adUseClient
.Open
End With

End Function

Any help are appreciated. 🙂
