Flashing Active Title Bar and Task Bar i

I have W2k on me P111 and find that while a program is initialy openning or having some kind of delay of sorts, it’s Title Bar and Task Bar icon flash alternately in a different color. In my ignorant bliss,I’v learned to ignore it. No problem, but… Some lady has this same thing happening on her system (that I (unfortunately) installed for her)and she asked me to show her how to stop it from flashing. Of course I said “No problem!” I thought I’d just look in Win.Help and I’d fix it for her. Easy. Right? YEA RIGHT !!! I not only can’t find anything in the Index or Search tabs of Help, but now I find that I don’t have any access to the hyper links in the Help program. When I click on a hylit or underlined word I get an error message. Is there a fix for this? Any ideas will be appreciated.
