Flashing cursor

I reformatted my hard drive and since then my cursor flashes continually between an arrow and hourglass. Also, if I try to scroll down on a page, it will let me scroll, but automatically takes it back up whenever and wherever it wants. It does the same thing when I try to open items under device manager. It will open, but closes immediately, not giving me time to get any details.

I would guess that your mouse is dirty, sick or mouse driver is corrupt.
If you have access to another mouse trying it will help you to pin point the problem
If you have a ball mouse you could try cleaning it by sliding the cover from the base of the mouse and gently remove the ball.
Clean the ball with a very mild detergent solution and let it dry. Avoid trying to dry it with any cloth and lint particale can affect the mouse' operation. Also using a cotton bud and some metholated spirits clean the shafts inside the mouse.
If this fails to correct the problem try installing the latest driver for your mouse. the last option is replacing the mouse.

It ended up that the mouse (PS2) wasn't the problem. By uninstalling my scanner (USB), it is now working ok. Of course, now I have to figure out how to reinstall it and avoid a conflict. Thanks for your help...sorry it didn't do the trick.
