I reformatted my hard drive and since then my cursor flashes continually between an arrow and hourglass. Also, if I try to scroll down on a page, it will let me scroll, but automatically takes it back up whenever and wherever it wants. It does the same thing when I try to open items under device manager. It will open, but closes immediately, not giving me time to get any details.
