Flickering of Desktop

I'd like to know why my desktop screen flickers and a color background appears on the left side of my icons? This started to happen when I downloaded pictures from webshots site.Could you explain it to me and what can I do about it.

Screen flicker could be corrected by resetting the Refresh rate
Open the Control Panel,double-click the Display icon,select Settings tab,click the Advanced button,click on Adapter tab and go to Refesh Rate that the monitor will support

Here is a couple of things you could check:

- Frequenze rate
- Video/monitor driver
- Maybe you have a electric device too cloose!
this could cause an electric field...
- Try changing your monitor and/or your video card
