Floating toolbars in Win32 API – NOT MFC

Hello people,

I have searched all over the internet trying to find sample source code or some sort of documentation on how to make floating toolbars, like the ones in Microsoft Word or Microsoft Visual Studio, and make them dock with the top of the window. I have seen this accomplished all over the place using MFC, but how can it be done with the Win32 API in C? I am willing to code a lot to accomplish this, so I do not necessarily expect a code example, but I would very greatly appreciatean explanation on what sort of windows I would use and that sort of thing.
