floppy disks w2k

Can anyone shed any light on why Windows 2000 tries to format a floppy disk every time it’s inserted, particularly if the floppy has previously been used on earlier Windows versions?? We have a public access ICT facility and this is causing us terrible problems. We also run McAfee virus scan, could this be causing the prob?
