Folder redirection only on domain controller?

I reinstalled my copy of windows server 2003, mainly to clean up and such, using most of the default settings in group policy (both default domain and domain controller policies). I tried to set "My Documents" folder redirection inside the "Default Domain Controller Policy" (I am using advanced and doing \\SERVER\users\USERNAME by using the advanced options to redirect to a root folder with username) I know the policy is applying because other settings work in it, but this one setting is not applying.

Reason behind wanting this only the domain controller: when i installed Windows Server 2k3 i setup a 20GB partition for the OS and the rest as a data partition so i want all local users (via remote desktop) my documents folder on the bigger partition. (i am not running a business just inside my house and i like experimenting as i learn (I'm 17))

PS: I think i found a bug in TechRepublic, I typed this out but hadn't logged in yet, i pressed ask question to submit, logged in and it brought me back to the asking form but blank. (i hit back twice and my filled out form was back so i didn't have to retype thank god lol)
