Folders & Files Sharing on Desktop

I recently started helping a small business, who lost their IT person, and have been unable to figure out what is being used to share the Administrator desktop on all servers and PCs. As an administrator, you can create files or folders on the desktop of the server and they will show up on all PC desktops within the network. I have found no group policy, no file sharing, no roaming profiles, no added software that allows this, etc. All PC users are Power Users and not administrators on the machine. The server is running WinServer2003 and PCs are running XP. Also, if a user deletes something that shows up on their desktop, then it is removed from all machines and from the server! I must be missing something as to why I can’t seem to figure this out! Any help is GREATLY appreciated!
