Unless you wrote the page, the only way that you can change the font size in IE is to go to View/Text Size and select a larger size. Other that that, you can change the desktop to a smaller size i.e. 800x600

For IE6, you can also go to Tools->internet options->General.
Click Font button. Choose Font. Click Acessibility button. Either choose your own style sheet or just choose to ignore the specified fonts on a page.

If you use Netscape 4, go to Edit->Preferences. Click on Appearance to open the tree if it isn't already open. Click on Font to specify font and choose to override existing fonts.

For Netscape 6, it's the same, except there is a checkbox for enabling pages to use other fonts instead of option buttons. Uncheck that.

All 3 browsers (IE, NN4, NN6) allow you to upsize or downsize the font (relative to current font) from the view menu, as stated in the response previous to mine.
