I believe by default, if a regular user is logged in to a PC and an admin connects via RDP, the admin is given the option to kick the user off. If an admin or any other users is logged in and a regular user attempts to connect, it will not allow the user to log in.
You can set a machine policy to log people off after so many minutes of inactivity. Is that what you are looking for?
