Forced Proxy

I am trying to figure out how to set the proxy as “on” for each profile on a WinNT pc so the user cannot turn it off. I know how to do this for Win98, but the same reg edit doesn’t seem to cover all users on an NT machine. HKLM\Soft..\Pol..\Mic..\etc. doesn’t seem to cover every profile.
