Foreign Character in command prompt

I need to be able to see a German character from a command prompt. I've changed all my regional settings and input as well and no go. I can create a batch file with a german character and when I go to run it, it is not the same. Thanks for any help.

I assume you have Windows 9x.

Open command prompt.
Go to the root of your system drive.
CD Open Config.sys file with Notepad.
Notepad config.sys
Add following two lines:
device=c:\windows\command\display.sys con=(ega,,1)
Save config.sys and exit notepad. Check that Notepad did not add txt extension (Config.sys.txt). If it did, rename file remove .txt from the end.

Open Autoexec.bat file with Notepad
Notepad Autoexec.bat

Add following three lines:
mode con codepage prepare=((850) C:\windows\command\ega.cpi)
mode con codepage select=850
keyb gr,,c:\windows\command\keyboard.sys

Save Autoexec.bat and close Notepad. Check for .txt extension again and correct if necessary.
Reboot your PC.
If your Windows directory is on other drive but C: replace drive letter accordingly.
