Sorry this is not an answer. But I was wondering how you made out with your problem. I am having the same question posed to me. My training is in programming and analysis, and I am now being asked to design an information technology plan for our office (govenment). I have no idea even where to begin and any help would be greatly appreciated as I feel that I am out of my element.
