FOULED UP PRIMARY DISK ON MY 2-DRIVE SYS

I have recently fouled up the primary disk of my 2-drive system and have purchased a brand new hard drive to replace the fouled up disk. The drive has been formatted & am attempting to reinstall Win98 Second Edition Full Version. However, th Win98 software is ditetected Windows already on my system(must be on the second drive) and is giving me and error message saying the installation cannot be done because Windows is already ont the System.
How can I completly eradicate whatever remains of Win98 on the second drive so that I can make a clean installation on the first drive?
P.S. I do not want to destroy valuable data that is on the second drive. I want to access it after re-installing Win98 SE on the new (first drive).

Make sure your new drive is set to master and the other drive is set to slave.

Thne, disconnect the second drive - either physically or in CMOS so that you can install Win 98 on the new drive.

Once you have 98 installed, reconnect the other drive, and you can then delete the unwanted files from it.

This does sound like its time to check the hardware first..
On the new Hard Drive, check that the jumper is not in the factory default setting of Single. (Horizontal)
Move the jumper to Master. (Vertical) (The other two settings are Slave and Cable Select)
By the way, you should also check the old C: drive setting, to make sure you don't have a cable select system.
Next, check the BIOS settings for the HDs.
Are they reversed?
The other thing you need to do is a Virus Scan, before the Windows install.
A Track Zero Virus can cause this, but it is not common.
Eradicatig Win98 on the other disk(s) should not be necessary.
I have worked on PCs with up to 4 HDs that had old OSs on all of the HDs, and they never gave this problem. It should be elsewhere.
If the jumpers are OK, and there is no virus, try starting over.
Use the Manufacturer's Disk, zero fill, partition, and then the Win98 format.
Create an empty WINDOWS directory on C: , reboot, and try the install again. It should go.
