\\fqdn is denied access on DC only

I have a network which I was asked to take over. I have little information on the background, but it appears the PDC was taken offline and the Exchange Server used as it's replacement. I seized all roles as this is the only DC on the Network. There are 3 other Servers also, all Windows 2003. I am stumped with this problem. In tracking down the last view app errors in Event Log, it appears this DC cannot access itself using the fqdn. I can access using \\computername or \\ip, but not \\domain.com. They did use the public name, but the website is hosted by this Server also, so split DNS is not necessary. Anyway, the error message is "\\domain.com is not accessible. You might not have permission to use this network resource. Contact the administrator of this server to find out if you have access permissions. The network path was not found." The DNS is resolving the name to the correct IP. The same as using \\computername which works. I turned WINS off and that was no help. Interesting thing is that all workstations work fine and can access the location. Other Servers also can access the location. The DC just can't access itself and of course GP does not work and can not be opened. It has been working this way for months and I just spent a great deal of time trying to resolve it, but found no answer. There are also some Exchange errors that I believe are related to this because of Group Policy. Any Ideas?
