Front Page greys out Server choice

I'm developing a small Intranet using FrontPage 2002 on a Windows 2000 server. I have the server extensions 2002 loaded. I can publish my work to the server (the same that I am creating it on) but I am not able to get at the administrative/permissions tabs that are under tools/server menu in Frontpage. I have looked all over Microsoft's knowledge base but I am stumped. Any ideas?

Frontpage security is based on ACL's (Access Control Lists) and for it to be enforced, must be hosted on NTFS partition instead of FAT partition.

If the Web server is a Windows NT Server running IIS (Internet Information Services), users and groups are set up and maintained in Windows NT, and cannot be created in FrontPage. You select the users and groups for your webs from these Windows NT accounts.

Access to webs is then determined by the user's logon account (user name and password). When the user performs an action that requires permission, the web server requests a user name and password, and then FrontPage sends the user name and password that the user is currently logged in with.
