We have a hp a404x desktop with windows xp, when you push the on button, the monitor is frozen on the hp blue welcome screen. No beeps, no start up, nothing but the blue screen. Mouse and keyboard are unresponsive, so I can’t get into safe mode. Today and in the past, after turning it off and on several times, it worked normally. This has been happening off and on for about a year. All of the fans are working. Does this sound like a software or hardware problem.
