Frozen hp Pavilion on Welcome Blue Screen

We have a hp a404x desktop with windows xp, when you push the on button, the monitor is frozen on the hp blue welcome screen. No beeps, no start up, nothing but the blue screen. Mouse and keyboard are unresponsive, so I can't get into safe mode. Today and in the past, after turning it off and on several times, it worked normally. This has been happening off and on for about a year. All of the fans are working. Does this sound like a software or hardware problem.

Some things to try

1.power off the computer, remove the power lead from the back.
2. Remove the side panel from the case
3. Look very carefully for jumper with 3 pins on it that is labelled CMOS RESET or CMOS RST or something similar.
4. If there is a reset jumper take the jumper off the two pins it covers now and move it along so it covers the centre one and the opposite end one.
5. leave it in position for a couple of seconds then move it back where it was - DO NOT ATTEMPT TO POWER UP WITH THE JUMPER IN THE RESET POSITION OR MOVE THE JUMPER WHILE POWER IS CONNECTED.
6. If no jumper is found locate the CMOS battery (a little silver disk usually with CR2032 or similar written on it) remove the battery and reinstall it.
7. Carefully remove the RAM memory modules and press them firmly back into position.
8 .Refit the side panel, connect up swith on and award a thumbs up to me.
