FTP LOCALHOST LOGIN PROBLEM

I am trying to set up an FTP site to test with for starters and I can not login when I go to the command prompt| do an FTP localhost| anonymous| and it asks me for a user email name for password…I try my own but login fails due to failure (home directory inaccessible). The anonymous user is set up in IIS and allows anonymous connections, allows IIS to control password and administrator is set as operator only. What am I doing wrong here? I need this FTP site up and running soon!! Thanks
