Go to your Internet Services Manger, (Control Panel, Administrative tools).
Once inside the IS Manager, expand your server and go to the FTP site, right click and properties.

Select the Home Directory Tab, and Tick the 'Write' box. My next suggestion is to control the access permissions by using the NTFS Security tab on the folder where your FTP files are to be found.

You must format the partition as NTFS, then right click the folder, security, permissions and set the permission to Iuser_Server account read, and the people that you want to write to the folder to Change.

Finally check the Security account tab in the IS Manger and make sure that the top box 'Allow ONLY Anonymous connections' is NOT ticked.

Good luck
