FTP Properties Grayed Out,

I know this is an easy one but I cannot figure it out. My first problem is I cannot get into my FTP site on a local network. I have checked the allow anonymous connections and have specified a user. They cannot log in.

Second thing is I cannot add/remove site operators from the site or change security on the site.

I have logged onto the network as admin and also onto the local machine as admin ,,no change.
