try the following

First try from the command line instead of from IE (or any other browser

command should be ftp staticip. This should bring you to a logon prompt.

Some other things to check.

In the properties of your ftp site go to home directory tab. Verify if the ftp site directory exists. Also verify if the account you use to log in has NTFS permissions on the folder.

I have used command line as you said but it show "Connection closed by remote host". In IIS, I changed the ip address to default (All unassigned). I can connect FTP with type "ftp://static ip address" in our office but I can't connect FTP outside of my network. If I set ip address as Static Address but I can't connect FTP in my office network and also in outside. How do I connect to this from anywhere ?
