You can set up your own FTP site, you just have to let the ISP know what (public) address it is on so that they can add it to their public DNS server (if you are not running your own public DNS server).
I just had my isp setup a ftp site for us to access using our domain name. We don't house the data so that means we don't have as much responsibility, but also not as much control as I would like.

FTP site and webaddress name
when we type our company domain name, flexcorp.com, our ip address is replaced in the
address line so that it reads 215.170.39.29/index.htm
how do I setup a company FTP site, or does my isp have to do that?
