FTP User Folders?

I’m trying to get FTP user folders to work and having some difficulty. The server is running NT4 SP6. I created the user accounts on the local machine and made sure to grant them “log in locally” and “access from network” rights. Under the FTP root, I have created folders which match the account names. The accounts all have Read (RX) permission to the root folder, and Full Control to their individual folders. But when I try to log in via FTP, I get a “ cannot log in.” error message. It seems like a permissions problem but I can’t understand what it might be?
