Game networking

I’m not very good in the networking field but it does interest me. My problem goes as follows: I use Windows 98 and I’m trying to establish a dial-up connection with a friend (Win Me) (which does not have the internet). Would it be possible to establish a connection with him to do game playing w/o the internet and if so how? I would appreciate your help thank you
