General System Resources question

Just a quick general question about system resources. What actually constitutes them? Apart from the usual windows indication of how much system resource you have available, what are the ways in which you can tell how they are being used up and can you free them without rebooting?. I know that they differ from memory usage which can be freed up by certain third-party utilities. I know this is a lot of questions but any advice would be useful. Thanks
