Get rid of the default user on Windows 98

I have setup a few users on a computer running Win 98SE and want to restrict them from accessing certain programs. The only thing is when they hit ESC instead of logging in, they get all privilleges and access to everything. I want to find out a couple of things:

1) I want to restrict their usage of games, internet and control panel.
2) I want to get rid of the default user ESC and make them have to use their logins.
