Getting a Floptical Drive to work

I own an Iomega 21 Mb. Floptical Insider (purchased in 1994), which I have been unable to use, either on a Windows 95-based Pentium or on my current Windows 98-equipped machine.
I took the manufacturer’s advice and installed an Adaptec 1515A SCSIcard, which can theoretically accommodate both external and internal peripherals (simultaneously). While I’ve had no problem getting an external Syquest 230 Mb. drive to work on the card, nothing I’ve tried seems able to kick start the Floptical drive. Windows just won’t see the drive.
Is it a driver problem? Something else. Please help
