Ghosting C: drive

Is there a way to ghost C: drive to a second hard drive in Windows XP or 2K?
In Windows 98 or ME, sometimes I use XCOPY command with appropriate keys to do that. This is just like using Norton Ghost except the operation is done in Windows not in DOS.
When I tried the XCOPY in command prompt, all files were copied except SAM, SYSTEM, SOFTWARE, and SECURITY in Windows\System32\Config.
