Giving Administrative Access

How do I give a user administrative access so that user can administer the server remotely through terminal services.

Right now my boss has everybody logging into the Administrative account. I know that this is not the right way. I would like to tell him the right way.

BTW I told him deltree *.* from c:\ and install linux but he don’t listen to me LOL
