Going mad creating new public folder

Hello,

I am trying to create a new public folder in Outlook (with Exchange 5.5) I can create new folders in some public folders but not in others?

Can anyone help me?

I am the administrator but know little about Exchange.

When I say can’t create a public folder I mean the option is shown but greyed out so I can’t click on it.
