GPEdit Problem

I disallowed users to close programs on a “kiosk” type PC and I need to undo it. I cannot find where I disallowed this. I’ve just read through just about every screen available and I’m getting very chippy. (It’s not the Active Desktop choice). Any suggestions would be greatly appreciated.
