I am looking for an solution to set the proxy servers for IE over a GPO setting. For the LAN Connection the User GPO (windows settings, IE Main., connection ... proxy) it works. But I also need an same solution for dial up connections ? Is this possible with an GPO setting or with an reg hack ?

humm you would have to specify how IE connections work. e.g. never dial, dial when no network or always dial default connection.
So if a user has wireless or wired or both, and a modem, the GPO would have to tell IE those parameters so when a user is connected, the modem won't kick in and when there is no connection, the modem kicks in.
