GPO to prohibit Internet and limit Intranet to some internal Websites

Does anyone know how to do both of these within a GPO?
1.Completely block all Internet connectivity.
2.Completely block all Intranet except for one website and all pages contained on the website.

This is for Internet Explorer 6 or 7 or both.
