gps, waterproof and programmable shutter camera…does it exist?

hello, I need a GPS, waterproof with a programmable shutter camera. Is there any model out there?

I need the prog shutter for aerial photography, need to fly the camera with a helium baloon and make sure it takes pictures every 10/15 (or more) seconds
