granting permissions to view open files on server

Is there a way to grant a non administrative account permission to view which files are open on a server. (Normally when you go to computer management on the server, and go to the shared folders-- sessons, it'll tell you that access is denied, unless you are logged on with an administrative account.) A user here needs to be able to see who is using shared files, but I don't want to make them an administrator. Is there a way to grant just this permision.

I think Backup operator rights will allow them to view the shares with out having administrator privliges.

It doesn't work. The only other group that I found that can do it are server operators, but server operators have many other priveleges as well- such as starting and stopping services...

If this would be the only person in the server operator group, You could change the user policy for the server operator to restrict what they can and cannot do. Unless there would not be enough restrictions for you.
