More information would be helpful:
Is the monitor a CRT or LCD and the brand?
What type of graphics card do you have?

A real quick way to rule out one or the other is try to plug the monitor into another computer, and see if it still happens.

I have experienced some similar odd experiences in my time with monitors / towers and whatnot. As a golden rule of thumb, you should also turn off all perhipheral devices (stuff attached to the tower) when you shut down your PC. I always used to never turn my screen off and it was hit with a power spike one night. The screen is fine, however you can hear it degauss from the other side of the house now. A bit of a nuisance. Chances are something similar has happened here. The monitor / graphics card isnt broken, it just experiences some power fluctuations which cause it to act a bit strange (its more likely the screen). As mentioned before, the golden rule is to always turn everything off, at least at the switch. It saves power and also saves your perhipherals :)
