Graphic cards as regards NTSC-PAL format

I have just successfully bid on a New system on Tech Republic Auctions..
I would like the seller to upgrade the graphic
card to one with TVOUT or even to a full multimedia card.....But there could
be a real problem ...The destination of the PC isNew Zealand which is on a PAL TV System..as against NTSC.

Can graphic cards handle both formats or are there separate cards
made for either format......
Multimedia cards I believe capture all formats but an enquiry to Matrox got
the following reply which really started me wondering..


There are two TV tunner versions of Marvel G400-TV (PAL, NTSC), you should
buy the one that meet the TV Protocol of your Country*.
* USA is selling NTSC version but New Zealand seems to be using PAL, wrong
TV tunner will output Black & White TV picture


Therefore I would be sincerely grateful if anybody could enlighten me on the
above..

The difference is the quality of the recording and play back differs in the American or European standard
NTSC-format is based on viewing 30 frames scanning at 525 horizontal lines per second
PAL-format 25 frames scanning at 635 horizontal lines per second.
It is basically what type of picture you will view and the focus of the picture,how sharp will the picture will be,the format can be converted.
If you viewing with the American standard equipment the is will be more compatible to view than it would in european format,so you have other equipment to consider in what you see is what you get.
The video format is refers to the the size of the cassette (this makes difference in NTSC and PAL)

I noticed that the other person didn't answer all of your question. Most tv cards will support both formats.
