graphics card bad?

When I came home the other night I found my computer shut down, and when trying to re-boot, found it no longer boots, The fans would jump a bit, but nothing else. So I bought a new PSU, and tryed that, same thing. I then started truly trouble shooting, and I removed the GPU, and the system would boot, giving me a no GPU error. So I know it is the GPU. What I am wondering is, how can the GPU be causeing the whole system to stop booting, and why is it that unless I unplug the PSU from the wall, switch it off, then plug it in and switch it on the PSU will not work?
