There are several ways that you can do this....

1) Create a public folder, and only allow appointment posts to it. Then give each of the users appropriate permissions on the folder - ie create, edit/delete own but not others, and then perhaps give the department heads or secretaries create, edit/delete all.

2) Create a mailbox eg "Department X", Open that in Outlook and assign persmissions to the Calendar folder. Users can then access it by going in to their Outlook and choosing File->Open->OtherUsers Folder.

There are pro's and con's of either approach... I would go for the first option.

The pro's and con's of the above are that if you make a mailbox and set the permissions with a client (outlook), then users can schedule the shared resource like a user. IE, see when the times are available like a user. If it's a Public Folder, they have to consult the Public Folder before they schedule, if a resource in a mailbox, it shows up just like a busy user would.
