Group Policies

I am helping administer a small highschool’s network…. We are currently using the windows policy editor to control certain user logons.. Example students cannot access the run command or run several programs… We specify a perticular wallpaper sothat we know how they are logged on. Well now we are starting to get some Windows 2000 and XP Machines…. How can we do the dame thing from those OS’s
