Group Policies

How do uou set up group policies on windows XP on a domain. On win 9*, you use the policy editor, add .adm templates, set restrictions, then save the file as config.pol on the PDC in the netlogon share. I can’t find how to do this on Win XP. I’ve had a look at local system setting and the MCC with the add snapin, but still cannot find how to set permissions for different groups or add templates. Is their a walk through anny where?
