Why would you want to block all exe files from running? Make the users limited users, block the windows installer from running via the other posts and create an IT policy that prohibits the installation of any unauthorized software on company pc's and then follow up with it could be end up in disiplinary actions or termination. But if you wish, you can in Local Group policy (gpedit.msc on the local machine)under computer configuration Windows settings\security settings\software Restrictions set the system to only allow certain programs to run. Be very careful though, you could end up with an unuseable system.

blocking Windows installer will not block all installs from being run. Lots of older installs don't use Windows Installer.
Other than limiting a users rights to the workstation, there is no cut 'n dry solution to your issue.
