Group Policy not taking hold?

I’m trying to setup an AD User policy that will restrict access to server drives on a Citrix server.

Is it possible to do it through GPO’s in AD (either in a user OU or a computer OU), or do I have to do it through local policy? I’ve tried setting up the “Hide These Specified Drives” as well as the “No Computers Near Me” and “No Entire Network” policies, but, they won’t take hold unless I place the same policies on the server. Is that just how it works?
