Group Policy Objects Nightmare

I have been trying to implement a new policy in an organizational unit that already has an existing policy. I have set the new policy to be first in the Link Order of the Linked Group Policy Objects; unfortunately the older policy continues to take precedence over the new, despite the newer policy being above it in the link order.

What is that I need to do to ensure that the new policy will take precedence over the older one when apply user configuration settings?
